Making the European Business Wallet real: EBW trial for national healthcare data exchange (KIK-V)
by TrustTech
Together with Zorginstituut Nederland (the Dutch National Health Care Institute), TrustTech designed, built and demonstrated a complete European Business Wallet chain for data exchange between organisations, from business identity and machine-readable mandates to qualified seals and registered, non-repudiable delivery. The context is KIK-V, the national programme for system-to-system exchange of accountability data between thousands of care providers and public bodies. Trust there was implicit, anchored in contracts and accounts rather than in the transactions. Wallets and verifiable credentials move that trust into the transaction. Organisation identification is issued as a qualified attestation (QEAA) aligned with emerging LPID/EBWOID formats, mandates prove who acts on behalf of the organisation, and employees sign in with their personal EUDI wallet. Nothing was rebuilt: the existing decentralised exchange stayed intact and every EBW capability docked onto it. The chain was demonstrated in 12 weeks and the findings adopted nationally.

How it works
An employee signs in to the organisation's business wallet with their personal EUDI wallet; organisational credentials belong to the company, the access pass to the person.
The organisation identifies itself with a qualified attestation (QEAA) aligned with LPID/EBWOID formats: one identity, reusable across every chain.
A machine-readable mandate credential proves the person or system acts on behalf of the organisation; differentiated per process, instantly revocable, verified at the moment of the transaction.
The submission is sealed machine-to-machine with a qualified electronic seal (QSeal, JAdES-LTA, eIDAS art. 35) via a qualified trust service provider, then delivered to the receiving public body through QERDS (ETSI TS 119 522) with a qualified timestamp.
QERDS logs evidence events for submission, acceptance and delivery in a searchable audit trail, and the receiver acknowledges receipt. Both parties hold non-repudiable proof: the sender can prove it delivered on time and unaltered, the receiver what it received, registered mail, machine-to-machine.

The FIDES Use Case Catalog aims to provide a clear and up-to-date overview of how verifiable credentials and digital wallets are used in the real world. While FIDES Labs BV does not assume responsibility or liability for the completeness, accuracy, or timeliness of the information presented, we have made a best effort to compile a representative overview. The data is aggregated from publicly available sources and from information published by the organisations themselves.
Add or update a use case:
- List your organization first (if it is not in the Organizations catalog).
- Then submit a use case or suggest an update to an existing use case.
Both flows require a FIDES Community account. Submissions are reviewed before publication.
