Flow! - A seamless digital journey for bereaved people

After a death, bereaved people face an overwhelming number of administrative obligations at a time when grief can reduce their cognitive capacity. Fragmented processes make this harder: information and proof must be repeatedly provided to government agencies, banks and insurers. Physical documents create an additional burden and can delay the settlement of an estate. Flow! explores how eIDAS 2.0 and the European Digital Identity Wallet can make this journey simpler, more user- and privacy-friendly. The project focuses on making two essential documents available in the wallet: the Death Certificate and the Certificate of Inheritance. This allows bereaved people to share only the data specifically required, instead of submitting complete documents. It reduces administrative burden while giving people greater control over their data. Flow! redesigns the entire journey, rather than simply adding a wallet to existing processes. The Death Certificate solution is ready for implementation, with a blueprint that municipalities can use to unlock other documents in the same way. The Certificate of Inheritance requires legislative and notarial process changes and is being further developed.

How it works
The demo follows Froukje Jansen, a fictional bereaved person whose father, Jan Klaassen, has died. In the redesigned MijnOverheid, Froukje has one central place to manage both public and private matters related to the death.
After logging in with her ID Wallet, she receives a clear step-by-step overview of what needs to be arranged. A condolence message and reassurance that no mandatory government actions are required during the first three months provide immediate peace of mind. Notifications and support can be switched on or off, giving Froukje control over the process.
The ID Wallet enables her to retrieve the Death Certificate and Certificate of Inheritance directly from the issuing authorities and store them digitally. She can then share only the minimum data required with organisations such as insurers and banks, eliminating paper documents, PDFs and lengthy forms.
The demo also shows how verified data can provide rapid access to vehicle registrations and enable funeral costs to be paid without unnecessary delay. Froukje can pause at any time and continue later, with her progress saved in MijnOverheid. This allows her to manage the process at her own pace, when she is ready.
